Jim Miller
CEO & board member

As founder and CEO of Quantum Leap, Jim provides the strategic direction that permeates across the Quantum family of companies. Throughout his career, he has developed the technology and tradecraft behind some of the United State's most successful national level programs. Additionally over the past 25 years, Jim has founded and served as President and CEO of four companies. His earlier ventures include Applied Security Inc., Vulnerability Research Labs, and Strategic Resources International. Jim graduated from Virginia Tech with a B.S. in Computer Science. He is a member of the College of Engineering's Academy of Engineering Excellence ("Hall of Fame") and presently serves on Virginia Tech's Board of Visitors.
Gordon Burns
Board Member

Gordon has many years of experience working with and advising growth stage companies in the cyber security space. Gordon has worked in various investment banking firms, including Salomon Brothers and UBS. Gordon co- founded SI Government Solutions in 2002 which became the basis for Raytheon's cyber activity when it was acquired in 2008. Gordon then started Security Innovation which was sold to Bureau Veritas in 2024. Gordon has been an investor and board member in each of the companies that Jim Miller has founded. Gordon graduated from Yale University and Harvard Business School.
Jack Kerrigan
Board Member

Jack is a co-founder and Managing Partner at Razor’s Edge Ventures. Jack focuses on investments in growth stage, technology-enabled national security companies. Before Razor’s Edge, Jack was the Chief Operating Officer and General Counsel at Blackbird Technologies (acquired by Raytheon, NYSE: RTX) and principal advisor to its CEO and Board of Directors. During his tenure at Blackbird, Jack co-founded RavenWing (acquired by Boeing, NYSE: BA), a mobile communications company. Jack earned a J.D. and bachelor’s degree from the University of Virginia.
Ed Ryan
Chief Financial Officer

Ed oversees all accounting, finance, and legal activities for all Quantum Leap companies, to include negotiations, review and compliance functions. Ed develops and maintains the forecast and budgets for all activities, and is the primary point of contact for the Quantum Leap Board of Directors. Prior to joining Quantum Leap, Ed served over 30 years as the founder and Managing Partner of a highly successful private accounting firm and subsequently as a trusted advisor to multiple private equity clients.
Brian Sanders
Chief Information Officer

With over 20 years of experience in networking, DevOps, and automation, Brian oversees the engineering team, delivering technical solutions both for customers and all Quantum Leap companies. Brian drives the implementation of technology that optimizes workflows, enhances security, and improves efficiency. Brian is a Computer Engineering graduate of both Georgia Tech and George Mason.
John Yescavage
Chief Revenue Officer

John manages all aspects of Quantum Leap's customer relationships from opportunity identification to final delivery. He establishes the sales strategy, develops revenue projections, manages the sales pipeline, approves all proposals, helps in closing key opportunities, and works with the CFO to ensure accurate invoicing, revenue reporting and sales performance metrics. Prior to joining Quantum Leap, John spent more than 20 years successfully managing large programs and leading business development teams in the U.S. national defense sector.
Bonnie Good
Director of Human Resources

Bonnie is responsible for managing and overseeing talent acquisition, employee relations, performance management, compliance, and fostering a positive workplace culture. She comes to Quantum Leap with over 25 years of experience in leading all facets of human resources with a particular passion for talent selection, organizational growth and development, benefits plan design, and corporate acquisition. Bonnie joined Quantum Leap after a brief retirement, drawn to the positive, friendly culture and the focus on national security issues and solutions.
Adam Grotke
Director of Technical Accounting

Adam is responsible for establishing technical accounting policies and best practices at Quantum Leap. Adam has spent more than 20 years in various accounting and finance roles in large companies, including KPMG, Computer Science Corporation, and CACI. Adam is a CPA licensed in Maryland and is a proud University of Maryland alum.
Taylor Johnson
General Counsel

Taylor provides strategic-level counsel on business and legal matters, including international business, corporate governance, contracts, regulatory compliance, intellectual property, employment and litigation. Immediately prior to joining Quantum Leap, Taylor was Deputy and General Counsel at a range of defense and tech companies including Authentic8, Blackbird Technologies, Merlin Cyber, and SOSi.
Robert McCarthy
Director of Financial Planning & Analysis

After decades of inspiring high-performing finance teams within Project Control, FP&A and for strategic growth, Robert is responsible for all budgeting, forecasting, long range planning, and financial analysis at Quantum Leap. He also helps unleash profit optimization and providing meaningful business insights across all areas of Quantum Leap, partnering with company leaders to support continued growth.
Danielle Saunders
Vice President Client Engagement

With over 35 years of compliance, governance, and international commercial transaction experience, Danielle is a recognized policy, oversight, and best practices Subject Matter Expert for the DoD/U.S. Intelligence Community. Danielle’s focus is ensuring that all Quantum Leap services and solutions are compliant with the law and applicable customer policy directives and instructions.
James Fulham
Director of Cyber Operations Portfolio - Quantum Leap Research

James leads Quantum Leap Research's cyber portfolio where he directs the research, development, integration, and fielding of state-of-the-art cyber capabilities. James has over 20 years' experience leading Department of Defense and Intelligence Community Cyber Operations and Programs. In his former capacity, James served as the Cyber Warfare Program Director for the Strategic Capabilities Office within the Office of the Secretary of Defense. James retired from the U.S. Air Force after 20 years of honorable and distinguished service.
Bryan McCarthy
Chief Operating Officer - Quantum Leap Research

Bryan oversees all facets of day to day operations for Quantum Leap Research, ensuring the efficient execution of the business strategy. Bryan joined Quantum Leap Research after more than two decades of leadership roles in the U.S. Army supporting both the Intelligence Community and special operations.
Tyler Miles
Account Director - Quantum Leap Research

Tyler is responsible for managing and supporting a portfolio of key clientele for Quantum Leap Research. Tyler represents Quantum Leap Research in direct engagement with U.S. Government customers, development of solutions and ensures timely delivery of mission critical capabilities. Tyler joined the Quantum Leap Research team after more than two decades supporting the Department of Defense in various roles, with a focus on sensitive activities support and counterintelligence.
Katelyn Poston
Facility Security Officer - Quantum Leap Research

Managing physical, industrial, and personnel security operations, Katelyn brings her extensive background in strategic planning and operational security to Quantum Leap Research. Prior to joining Quantum Leap Research, Katelyn spent time in the Intelligence Community as an analyst. Katelyn holds a B.S. degree from Liberty University in Government (concentration in National Security).
Gary Ross
Chief Technology Officer, Space - Quantum Leap Research

With over 35 years of experience in space and advanced technologies, Gary spearheads the development and execution of Quantum Leap Research's capabilities in the space domain. Gary has held leadership positions developing complex systems including RF communications, electronic warfare, cyber operations, and advanced space-based payloads, such as electro-optical sensors and Synthetic Aperture Radar (SAR). Gary holds an MBA and a BS in Management Sciences, Operations Research, and Physics from the University of Maryland.
Charles Weydert
Portfolio Director - Quantum Leap Research

Charles is responsible for a portfolio of key clients for Quantum Leap Research. Charles represents Quantum Leap Research with U.S. Government customers to develop solutions and ensure timely delivery of mission critical capabilities. Charles joined the team following his retirement from the U.S. Navy in 2024. Charles has spent more than two decades supporting the DoD and the Intelligence Community in roles as a Naval Aviator, Sensitive Activities Support Officer, and Associate Director for Military Affairs, Special Access Programs Chief.
Leah Holder
Senior VP Research and Collection - Pamir Consulting

Leah brings a wealth of data research and analysis skills to her Pamir role of developing new data collection and research tools — experience honed during her many years as a Chinese language analyst at the National Security Agency. She has also worked to support government and military customers and as an open-source expert in the private sector.
Her cultural familiarity with China and fluency in the language comes from time spent as a resident on the mainland, including study at Peking University, and over two decades of intensive Chinese-language familiarization. She holds a BA in Chinese from the University of Michigan and a MA in International Affairs from the George Washington University.
Alan Kohler
President - Pamir Consulting

As President of Pamir Consulting, Alan drives the execution of Quantum Leap Partner’s strategic vision across all Pamir’s services domains. Mr. Kohler joined Pamir after a successful career at the FBI, where he led the agency’s Counterintelligence Division as Assistant Director. Alan held leadership positions in the counterintelligence, cyber, and counterterrorism programs during his career, including chief of the Eurasian Section and Assistant Legal Attaché in London. He also served on the Evidence Response Team and took part in the FBI’s response to the 9/11 attack on the Pentagon.
Alan is a recipient of the Attorney General’s Award for Exceptional Service, the FBI Director’s Award for Outstanding Counterintelligence Investigation, and the Exceptional Achievement Medal from the Director of National Intelligence.
He is a Rutgers University graduate with B.S. and M.S. degrees in ceramic engineering.
Robert Koldys
Chief Operating Officer - Pamir Consulting

Robert has held key leadership roles at management consultancies for nearly three decades. As COO of Pamir, Mr. Koldys ensures seamless execution of client engagements and daily business operations. Robert’s analysis of the Asian market in the early 2000’s provided insightful strategic advice for U.S. mobile operators, enabling them to deliver competitive offerings and develop both network and device strategies to rapidly advance from 3G to 5G mobile service offerings.
In addition to his management consulting background, Robert worked with multiple mobile operators and software development firms on a global basis. He was the CEO of a mobile data analytics company and has served as a Managing Director of a telecom software and private mobile network provider.
Throughout his career, Mr. Koldys been active in both the public and private sector, working to roll back the digital divide with a range of advisory and board of director roles for telecoms firms looking to better serve rural communities across emerging markets in Africa, India and Perú.
James Mulvenon
Chief Intelligence Officer - Pamir Consulting

A Chinese linguist by training, James is a leading international expert on Chinese cyber, technology transfer, espionage, and military issues. As Pamir’s Chief Intelligence Officer, James is responsible for overseeing the strategic use of intelligence, data analytics, and technology to drive business growth and innovation. Dr. Mulvenon received his B.A. in China Studies from the University of Michigan, studied Communist Party History at Fudan University in Shanghai, and received his M.A. and Ph.D. in political science from the University of California, Los Angeles, completing a doctoral thesis on the Chinese military’s international business empire that was published in 2000 by Routledge Press as Soldiers of Fortune.
Dr. Mulvenon has spent the last 30 years building teams of Chinese linguist-analysts to support the objectives of a wide range of government, military, and commercial customers. In 2013, he co-authored ‘Chinese Industrial Espionage’, which is the first full account of China’s efforts to illicitly acquire foreign technology, and also contributed multiple chapters to ‘China’s Quest for Foreign Technology: Beyond Espionage’. Dr. Mulvenon is regularly invited to address senior government, military, and commercial audiences on China topics, and his comments have appeared in the Wall Street Journal, New York Times, and other international media outlets.
Jonathan Ray
Director of Government Analysis - Pamir Consulting

Jonathan is an expert in Chinese technology, military capabilities, and strategic analysis, with over a decade of experience leading language-enabled analyst teams. He holds a B.A. in China and Asia-Pacific Studies from Cornell University, an M.A. from the Middlebury Institute of International Studies, and Chinese Flagship language certification from Brigham Young University. Mr. Ray has published on China's advancements in artificial intelligence, quantum computing, robotics, and its capabilities in nuclear, space, cyber, and naval domains.
Mr. Ray served as the Director for Security and Foreign Affairs at the U.S.-China Economic and Security Review Commission, an independent agency created by Congress to monitor and investigate the national security implications of the U.S.-China economic relationship. In this role he led analysis of China's cyber activities, Taiwan policy, and response to the war in Ukraine, and briefed the Commission's findings and policy recommendations on Capitol Hill. He has also developed research methodologies, data collection strategies, and analytical products for several organizations, including the Center for Intelligence Research and Analysis, National Defense University, the Center for Nonproliferation Studies, and a commercial due diligence firm.
Silka Schreiber
Director of Commercial Analysis - Pamir Consulting

Silka is an experienced researcher and team leader specializing in China’s technological landscape and its implications for U.S. commercial and national security interests. She has led the development of intelligence products for U.S. corporations and government clients, with her research spanning China’s AI sector, talent acquisition strategies, and evolving regulatory frameworks in both China and the U.S. Her work integrates rigorous analysis with strategic insight, and she has directed cross-functional teams of linguist-analysts, engineers, and subject matter experts to build proprietary databases and deliver high-impact research.
Proficient in Mandarin, Silka has lived and studied in China, gaining firsthand experience of its cultural and political environment. She holds a BA in Chinese and English from Macalester College and a graduate certificate in Chinese Studies from the Hopkins-Nanjing Center, a joint program of Johns Hopkins SAIS and Nanjing University.
Jon Welch
VP Advisory Services - Pamir Consulting

Jon has more than 30 years of experience of living and working in East Asia. A fluent Mandarin speaker, he worked for 13 years as an interpreter, translator, and speechwriter for senior government officials in Taiwan and the United States. As the Sr. Vice President of Advisory Services for Pamir, Mr. Welch leads our strategic analysis and business development teams.
In 2005, Mr. Welch joined the Naval Criminal Investigative Service, where he provided analytic support to a wide range of criminal investigations including numerous technology-transfer cases. While with NCIS, he also deployed to Iraq, supervised an analytic team based in Japan, managed a 24-hour global threat-fusion center in Quantico, and served as the senior advisor to the Executive Assistant Director for the Asia-Pacific.
He holds a Master’s degree in journalism from the Ernie Pyle School of Journalism at Indiana University and also holds a Master’s in National Security and Strategic Studies from the U.S. Naval War College.
Adam McCallen
President – Archetype Undersea

Adam McCallen serves as President of Archetype Undersea, where he drives the company's mission to equip the world’s most capable operators with the tools, training, and technology needed to dominate in subsea environments. A former CIA Paramilitary Officer and Naval Officer, Adam brings over 20 years of operational experience across the Department of Defense and Intelligence Community. He founded Archetype to close the gap between outdated legacy capabilities and the evolving demands of modern undersea warfare—combining field-proven insight with relentless execution.

Applied Security

Applied Security, Inc. was formed in 2002 to support the needs of a critical national program. ASI specialized in secure communications and computer network exploitation at a time when expertise in these areas was not readily available to the United States Government. ASI was sold to a large publicly traded company in 2009.
Vulnerability Research Labs

Vulnerability Research Labs, LLC was spun out of Applied Security's computer network exploitation division in the mid 2000's. VRL focused on developing offensive cyber tools before the word "cyber" was in vogue. VRL's unique business model of self funding its products in advance of specific government tasking revolutionized the way cyber tools are contracted for today. VRL was sold to Computer Sciences Corporation in 2010.
Strategic Resource International
Strategic Resources International, Inc. was created to own and operate global infrastructure. Specializing in mobile networks and fiber optic transport, SRI became known as a leading provider of bespoke communications solutions. SRI was sold to a Veritas Capital company in 2018.
